  • Posible Electrical pipe with moisture inside?

maquinista, this is just my thoughts. it's hard to imagine that a moisture buildup inside the pvc pipe will be the cause of the water leak because that would mean a big area of the concrete, where the pvc pipe is embedded will have a big temperature difference for the moisture to develope inside the pvc pipe. also, the water leak should not be that strong, probably a drop or so every few minutes only.

you need to check if the water is leak is coming from the inside of the pvc pipe or just from it's outer area. if it is from the inside of the pvc pipe and as you mentioned, the leak is continous and quite heavy, then maybe there is a connection in the pvc pipe that was not properly sealed and water from somewhere could be going into the pvc pipe.
the problem could really be water from the outside is seeping into the concrete and either going inside the pvc pipe or just flowing (around) outside the pvc pipe - the area between the concrete and the pvc pipe is not really 100% air tight ... cheers

    Boo!

Very unlikely to be moisture buildup. Could be water leaking from above? Hope you could give us an update when you find out whats causing it.*

That is a sign that water gets in contact with the electrical conductors. Kill that branch and rewire your electricals before your house burns down.
Worry about fixing the leak later.
