What you have pictured is a flange to install a toilet. They are available in most of the large mall type stores like Wilcon. But I've seen that some of the models do not fit in our 4" PVC pipes, and some of the models have plastic nuts that easily break. Shop around. Also, these flanges work best with a wax seal, to prevent odor from filtering into the CR.
Flanges are better when installing toilets, compared to the pure cement that most plumbers in the country use. They make installing and replacing toilets much easier. And the seal is better.
