Yes. Once converted, it is chemically changed to another substance that is not in any way to rust any further. The new skin surface has therefore become a new coating, although the appearance doesn't normally look good. Certain rust convert er brands will result in dirty black, while others to a dull gray color, patches of different shades probably due to amount of concentration on some areas. Most people would therefore paint over it, but I think primers would not be necessary anymore.
Instructions are usually printed on containers of popular brands.

I see, the reason why I asked is that my car's rear fender has some bubbles due to rust. So if I put those rust converters, it would be just safe for me to leave it just like that? I don't mind to what color it turns into as long as it's safe to leave it there exposed.
Btw, what is a good rust converter to use for automotive?

Rust converters are effective if only all of the rusted areas are exposed to it. so it means if the bubbled part of the car is the part between the paint surface and body, seems like a difficult area to get into. but if you can get it within, yes -all rusting will stop, parts not touched by the converter will continue rusting thou...
Turco is a popular brand, but you need to check expiry date. regardless of brand. Any date more than a year from manufacturing will be lesser and lesser effective.

Ang worry ko lang is minsan kumakapal yung converted rust, baka biglang mag-crack lalo yung paint kapag kumapal yung layer sa ilalim nya.
