I have 2 questions:
1) Is it ok to plug in a 100v rated appliance (rice cooker) into a 110v transformer?
2) If not, is there a 100v step down transformer in the Philippines?
I just have this Japanese rice cooker (Zojirushi) that I really like to take home.
It is not hi-tech but it can do a lot of things and has this sentimental value to me.
I tried searching for a similar brand in the Philippines through the net but I cannot find one.

100V transformers are available here, though no that common. Most 100V appliances will work on 110V.
Dumb mistakes will always be dumb mistakes, unless . . . . you learn from it, and then it will be learning experience.

Zojirushi is my favorite thermal pot brand (previously called Elephant brand due to the brand logo)...very japanese made..i mean well crafted one..and my pot is still working fine after all the 16 years!!!

As bigfoot mentioned, some transformers have a 100V slot. Is your cooker rated to be 100 and not "100V-110V'?
Better yet, get an AVR instead as most have 100V and will work with 50-60Hz as what I have been seeing lately.

50hz or 60hz?
Eastern Japan, which was under Britain's supervision during the post-war reconstruction, is 50Hz. The western side, on the other hand, is 60Hz.
The rice cooker should work for both, I think. I haven't seen a Japanese electrical appliance that was made for 60Hz or 50Hz only.

100V 50/60 Hz
most of the appliance in the Kanto Region of Japan is rated at 100V.
No incentive to buy any electronics or tools here.

If Your appliance does not indicate a range say 100V-120V then you have to assume that the allowable tolerance for most electric appliances is +/- 5% of the specific voltage input. There are a lot of local transformers available in the market w/ an output of both 110v and 100v. My transformer w/c I bought here in Marikina in a nearby electronic supply is marked MATCH-BACS PRODUCT PHILIPPINES. I just don't know who made it but it has served me well since 2007. It was actually submerged in water during ONDOY but still working perfectly. Cheers!:electricf::)

If it can be plugged into a 110v outlet, I don't have a problem since our apartment has 110v outlet beside a 220v outlet.
I'll buy an AVR just to protect it from power surges which happens very often in our area.
