If you will paint a flat wall enamel as a primer then finish it also with an enamel top coat. Enamel to Enamel.
if you will use latex non gloss as primer, better finish it with a semi-gloss or gloss acrytex. Latex to Latex.
But remember this, Enamel paint is for wood and metal applications and Latex paint is for concrete applications.

If amoy ang issue mo ERP, you can use a water based enamel paint, yan ang ginamit ko sa kitchen cabs ko kasi ayaw ko ng amoy, pero high gloss ang dating, patong lang using roller para mukhang bago ulit.
pwedeng magpintura ng latex paint sa kitchen mo at yung sinasabi mong flatwall enamel kaso hindi sya matibay mas madali syang magasgas at ang latex paint kalimitang ginagamit lang sa wall at ceiling
