Changing Washout Roofdeck to Concrete

I need your valued input. Sana may makasagot sa mga tanong ko po. This is my current situation.

1. Our roofdeck is originally done in washout. Almost 20 years na po ang building so madami ng cracks.

2. We decided to change the washout to cemented concrete flooring so binakbak yung buong washout at naglagay ng panibagong cemento around 1 inch high.

3. I want a newly painted surface na parang outdoor basketball court. The contractor used Davies Acreex paint. This was arounf end of May.

4. Now after only a month or so, may parts na lumobo at nagchip off na ang paint. May mga cracks din akong nakita. So I told the contractor dapat ayusin niya.

5. He suggested na i-sanding lang ang buong area ulit tapos papahiran daw niya ng Flexibond mixed with cement, then repaint.

I want this rework to be sure na tama na at di na magkaroon ng problema. Sabi ng contractor sure na daw but he is just a free-lancer so medyo I don't trust his suggestion. I went to Wilcon and the Davies rep said kailangan i-neutralizer yung new cement, which is hindi nga ginawa ng contractor ko so possible that's the problem kaya lumobo. Another problem was during the time they were painting, natyempuhan pa ng ulan kaya di natuyo ng mabuti. Malas ko summer na summer at umulan :-(.

I want to have the Acreex paint totally removed sana using a paint remover pero sabi ng contractor no need. Sanding lang daw niya. Yung mga cracks he will cut and put concrete epoxy daw. Then patch the whole area with Boysen Flexibond mixed with cement.

My concerns are:
1. Kung tama na po ba suggestion niya?
2. Kailangan ba i-neitralizer ang Flexibond surface? I read something about using a primer for better paint adhesion. Ito ba dapat instead na neutralizer?
3. How long wait time before pwede magpaint?
4. I read about Flexseal here na the best siya for elastomeric paint. Pag umulan ba madulas ba ito? I need non-skid kasi nagja-jogging byenan ko baka madulas mahirap na.

I'm happy to have found this site. Sorry sa long post I want it to be detailed para alam niyo po problema ko. Wala kasi akong alam sa construction pati asawa ko. The contractor is only our kapitbahay.

IMHO, your contractor should have waterproofed (cementitious waterproofing like plexibond)the base concrete first before pouring of the concrete topping. I also find 1 inch a wee bit too thin....likely the cause of the cracks. Fresh concrete should be neutralized unless stated in the instructions on the floor cover that it is not necessary..... but better be safe than sorry. To answer your queries:
1. Nope, I think you have to waterproof the entire surface since acreex AFAIK is not designed as a roof deck waterproofing coating.

2. You can apply plexibond without neutralizing as long as the surface to be coated are allowed to cure for at least 14 to 28 days.

3. Usually after 24 hours you can already paint the plexibond surface.

4. Flexseal is also good but it also needs a weathering surface to protect it from foot traffic.
