Our house's exterior is wash-out, and it's a pain to maintain it.
We painted acrylic emulsion to seal it but it doesn't last. & we also want to change the appearance of the house
We are thinking of painting over it, is this a good idea?
do you need to paint something over the wall before the paint? like epoxy?
or are there any other cheaper alternative?

i think once the emulsion has faded off you just need to sand the the wash out, nuetralize and latex paint should stick well. The next issue is the texture. if you put enough Coats it can sort of hide the texture. Unless you prefer to keep the texture.
Thats what i would do. But i am not sure if its the best course of action.

Actually for now, I don't mind the texture, I just want to make the house look fresh, since it's been that way for more than a decade.
As you've said eventually, multiple coats in the future will fill in the gaps.

After neutralizing, it should stick but i am just assuming.
Have you tried calling Boysen or Davies hotlines? I havent actually but i think they maybe of some pretty good help
For example when i needed info on wood preservative on pressure treated lumber from Matimco and Armour wood. I called up not expecting much , but i was given the chemicals they use (somewhat) and i was able to get the info i needed. I called because i was afraid of introducing toxic chemicals from pressure treated pine in my baby's crib. And was rest assured matimco's was safe.
