not an expert by any means.. but feel free to correct me mga masters.
1. for wood and concrete, most of the time not needed, as long as the surface is smooth and ready to paint. just paint over. we tried to paint over steel, sometimes, the quickdry enamel doesnt stick well.
2. i assume this is a plywood ceiling - yes you can if there is existing paint (as most ceilings are flat-finished). if none, you need to prepare, prime it with flatwall enamel or wood primer/sealer.
