Correction, if one line is broken/disconnected, you would be measuring (hot) line to floating, not line to ground. The incandescent light bulb or any load test should be able to tell which is the case:
line to floating -- no light, measured voltage should drop to zero
line to ground -- bulb will light (or dim/flicker), measured voltage should stay at no-load value (or decrease but stay nonzero) ... depending on how good the ground is

Welding machine? I wonder if this kind of usage triggered the failure, e.g., overloading or heating cycles over time even if not technically overloaded.

I'm a little confused po in doing the test that you mentioned. If it would not be too much trouble , can you possibly detail in how to test the line?

Which part not clear? The idea is to measure the voltage at that outlet with your VOM as done before but with a light bulb plugged in. You can attach wires/plug to a light bulb socket or use an existing lamp. Incandescent so that it will still 'work' and not be harmed if powered by less than 220 V. If still not clear how to do this test or how to do it safely, best to wait for the electrician.

my problem was solved just today.

my initial hunch was correct nga na one of the wire was cut off , but what makes it difficult to see is that yung way it was cut.

the connection was from the breaker panel yun wiring is through the conduit pipes to my wall outlet then spliced to the outlet in the garage( eto yung no power ) , yun pagkasplice nung connection papuntang garage outlet e nabroken/putol na , kaya pala na me power yung outlet sa loob ng bahay but yun sa garage wala.

in the end, i just decided to rewire the whole circuit na yun and used the gage #10 wire kasi ill be using it for my power tools and my welding machine so upgrade na lang .( thanks nga pala sa info ng wire size sir joey from cab1net kagabi )

medyo natagalan lang yun paghugot ng wires kasi , some dirt/mud yata yun nagpasikip sa wire nung pinaliatan namin ng wire di makapasok e.

My personal nightmare is having a wire disconnect or getting irretrievably snagged while pulling it out of the conduit.

Buhayin ko lang po ang thread. Effective palang pantanggal ng double sided tape at liquid nails sa wall ang WD40. Yun ang ginamit namin nung nilinis namin ang wall ng room ni baby.
