Are Binondo tool and hardware stores like that, where you can browse leisurely, with most or all of their stock displayed on shelves ... or are Binondo stores more like counter-oriented, due to limitations of space, i.e., where there is a glass counter showing only a limited part of their stock and you have to tell the person at the counter what you are looking for and then they disappear for a few minutes to look for it and you have to repeat that procedure for every item that you become interested in seeing?

most are walk in with lots of display but there are times that you have to ask them if you are looking for a particular tool/item

OMG! I better bring along the FC (financial controller) then... else I might have lots of tools after walking out but no more money. 😀

Yes. The frontage is small and easy to miss.
I recently saw Dremel 300 series (300-N/25) at True Value for P4,500. The price at Panda was P3,000 as previously mentioned.

i have a cheap china dremel. I got it from shoppesville greenhills for 1500pesos. the brand name is "Moeller" or something. It is also compatible with original dremel accessories.
There are (very) cheap (China) rotary tools out there, usually from those TV home shopping type programs but have not seen any lately. Ace, Tru-Value and maybe even Handyman used to have them but haven't seen anymore of them lately.
I have this one also, but the motor is very weak. These are still being sold locally, just saw it in Ace Hardware last week.

I just got my Dremel Drill Workstation and I can't mount a 13mm Impact Hand Drill on it...Is there any way I can buy an Adaptor to replace the existing Drill holder with the one that can hold a 13mm Impact Drill...Thanks

it made switching attachments easier.
