why am i not getting perfect round holes when drilling copper plates? am i missing something?

you are probably drilling too fast with too much applied pressure. ease of a bit and let the drill bit do the boring.

There are a lot of ways you can drill/cut a perfect hole on thin plates but a twist drill is not one of them. You can try one of the following:
1. Holesaw
2. Taper Drill
3. Cone Drill
4. Turret Punch
5. Brake Press
