There was a time when I needed these flare wrenches to do brake line upgrades. I could not find them locally but later I was able to order from the US for about $40. This is what I got, GearWrench Metric Flare Nut Wrench Set - 9 mm to 21mm.

rs electronics and farnell philippines carry britool, facom and gearwrench. try to browse their sites. you might just find the spanner types your looking for.
