Re: wood putty or wood fill?

I'd use automotive putty, like Polytuff.

Substantial gaps kasi, especially viewing that pony's face from the front,
and you're going to paint everything anyway. You're basically applying an
epoxy: the adhesive properties will also help stabilize what is basically a
laminated body.

Paleta and sand, prime, sand, paint, mask, paint again, mask, and so on.
Clear topcoat (in thin coats) so the paint doesn't wear off so easily.
IOW, para kang nag automotive paint job or "duco" finish.

Then again, that's a lot of work for something a kid might appreciate just
as much with a lower-quality finish, basta talagang accurate ang shape
and colors.

I agree with Horge's recommendation to use polytuff. You'll have to work fast, though. Polytuff has a short working time as it gets stickier and harder over a few minutes. I think it's some kind of (or similar to) quick-setting epoxy. The trick is to mix the base and the hardener a small batch at a time.

No need to use polytuff on the whole thing. Just the parts with gouges.

Sand with grits from coarse to fine. For something that you will paint, you can start with 100, then 200.

You may want to use those tin can sprays to make it easier. As Horge suggested, alternate fine sanding (300-400 grit) with spraying.

How old is the child anyway? Reason I'm asking is that I'm not sure if there are non-toxic paints locally. You don't want a toddler chewing away at a toy when it's got lead-based paint.
